The Academia Hispano Americano or the Instituto Allende in San Miguel de Allende, state of Guanajuato. Both have extensive offerings, with the plus of a gorgeous small town atmosphere that is not lacking in sophistication. I can't recommend them highly enough.

Just depends on what type of environment you want to be in. Inland - then Guadalajara. Near the San Diego border - Ensenada.
The Beach - Puerto Vallarta.

Or expand your options - go to Costa Rica!
I attended a home-stay program through SDSU in Alajuela ( San Jose).

A great small town to study Spanish is Guanajuato or San Miguel de Allende, both in the state of Guanajuato. Smaller towns, both are beautiful without the hustle and bustle of Guadalajara. I have been to all three and there is plenty to do in both cities. Wherever you go, have a great time.
