As a Spanish teacher and learner, I would say that the most effective tool for learning to communicate would be talking to native speakers, but if this is not an option, there are alternatives. I can recommend a couple of courses, but I did not use these to learn Spanish. Authentic native Spanish, made for native Spanish speakers is the most effective means of learning a language absent of native speaker interaction. I would recommend, perhaps listening to authentic music. Spanish music comes in all varieties and flavors just like American music. Spanish language news or talk radio stations can be found online as well. True language acquisition will be work and cannot be mastered by listening to audio tapes alone. These are a good foundation though. There are a variety of programs for learning Spanish. Book stores sell inexpensive versions of audio series. More expensive (longer and probably more effective) series can be found online- MySpanishCoach.com is one example. I have heard fantastic things about Rosetta Stone software (also found online). I hope this helps.
