They keep doing it over and over because they don’t really know.
Ser and estar are NOT determined by whether something is permanent or temporary!!!!
Ser is used for definitions, characteristics (which are not always permanent), time & date, identity (why, that can change by a woman getting married or even court order), and occupations (I have had several in my lifetime, so they have mostly been temporary!).
Estar is used for health, emotions, location (that can be temporary just by walking, driving, etc.), and impressions. In some constructions even time can be with estar, e.g. ¿A cuánto estamos?
So all you need to get both in one sentence is to pick something from the ser list above and combine it with the estar list above and you will be using both in one sentence.
Here is another example:
SOY médico, pero ESTOY enfermo y por eso tengo que ir al hospital.
You can have people say where they are and describe themselves. So someones could be. Yo estoy in la bibliotecha porque yo soy muy inteligente.
estar = for temporary things
ser = for permanent things
