You can't very well master the spoken language by studying on the Internet. Or maybe you can, but I don't think I could. But it's a long time since I studied languages. And if it is online, what do you care where it's located. I did a Google search and found quite a number of colleges and universities in the USA, Canada, UK. I haven't pursued the issue because I'm still unclear what you're trying to do. I do see that Wisconsin offers a business language certificate. But I note there is a directory purporting to list all the online offerings. See the second link below.
