Learn to Speak and Understand Spanish
I can only find one university that offers this type of certificate, and that is the University of Wisconsin.
Do you know of any colleges/Universities that offer an ON-LINE certificate in Spanish? Or French ?

With all due respect, do you want to learn to speak Spanish or French or just to read it? You can’t very well master the spoken language by studying on the Internet. Or maybe you can, but I don’t think I could. But it’s a long time since I studied languages.
And if it is online, what do you care where it’s located. I did a Google search and found quite a number of colleges and universities in the USA, Canada, UK. I haven’t pursued the issue because I’m still unclear what you’re trying to do. I do see that Wisconsin offers a business language certificate. But I note there is a directory purporting to list all the online offerings. See the second link below.
